According to an Associated Press news report, the fatal dog attack occurred in Darla and Greg Napora's Pacifica home sometime after noon. Officers who responded to the home found Darla Napora severely injured and lying on the living room floor. She was pronounced dead at the scene. Her husband told officials that their pit bull had attacked his wife when he was away at work. Officers shot and killed the dog as it approached emergency crews who were trying to treat Napora.</p>
<p>I offer my deepest condolences to the family members and friends of Darla Napora for their heartbreaking loss. She was apparently pregnant at the time. Tragic! Please keep this family in your thoughts and prayers.</p>
<p><span id="more-2010"></span>This is the second fatal pit bull attack in the San Francisco area over the last year or so. Last year, 2-year-old Jacob Bisbee was killed by a pit bull in his step-grandfather's garage. In June 2005, 12-year-old Nicholas Faibish was killed by his family's pit bulls in his San Francisco home.</p>
<p><strong>Dog Bite Statistics</strong></p>
<p>According to Dogsbite.org, a web site for dog attack victims nationwide, of the 88 fatal dog attacks in the United States in a three-year period between January 1, 2006 and December 31, 2008, 59 percent or 52 incidents involved pit bulls, followed by Rottweilers (14 percent), American bulldog and Husky (5 percent each).</p>
<p>This dog bite fatality finding is consistent with an earlier report released by the U.S. Centers for Disease Control, which states that pit bulls and Rottweilers together account for 60 percent of fatal dog attacks. The aggressive dogs charged at the woman and went after one of her pets. As the woman tried to protect her dog, one of the attacking dogs bit her on the face. Two passers by – identified as Christopher Nevares and James Hernandez – helped stop the attack. The dog owners could face misdemeanor charges.</p>
<p><span id="more-1865"></span>My heart goes out to the injured victim. I'm relieved to note that she and her pets are safe and may not have suffered <a href="http://www.bestattorney.com/serious-injury/" target="_blank">serious injuries</a>. I wish her the very best for a speedy and complete recovery. I also commend the two Good Samaritans who stopped to help and quite possibly saved the woman from major injuries . <p>The news report also says neighbors routinely saw the pit bull and boxer roaming the area, but that they never attacked anyone before. It is also fortunate that these dogs did not go after a child who was playing in the area. The consequences of such an attack could have been devastating.</p>

According to the group's numbers posted on their web site, during that five-year-period, 158 dog attacks took place in the United States. Pit bulls were responsible for 56 percent of these attacks. This is equal to a pit bull killing an American every 21.5 days. Rottweilers accounted for 15 percent of dog bite fatalities. Together, pit bulls and Rottweilers accounted for 70 percent of all dog attacks.<span id="more-885"></span></p>
<p>The numbers show that there were 32 deaths in 2009 – 14 caused by pit bulls and four by Rottweilers. In the 67 days in 2010 covered by this report, there were 10 fatalities already with six deaths caused by pit bulls and two caused by Rottweilers. </p>

<p>The city of Auburn, California, is moving forward with a strong dangerous dog ordinance four months after a major <a href="http://www.bestattorney.com/dog_bite.html" target="_blank">dog bite</a> incident that left 17-year-old Joseph Kerschner seriously injured. According to a news report in The Sacramento Bee, Joseph was brutally mauled by four pit bulls in November. He would have been dead, had two Good Samaritans not intervened and got the dogs off of him. Joseph still sustained numerous puncture wounds on his ankles, legs, armpits and back. </p>
<p>But nearly four months after that horrific dog attack, Daniel Coverston, the dog owner, is trying to save one of the dogs with the help of "celebrity dog rescuer," Tia Maria Torres from the Animal Planet reality show, "Pit Bulls and Parolees." It is upsetting that the one dog was spared and the court allowed Torres to rehabilitate it. City officials are appalled that the dog was spared – as they should be.</p>
<p><strong>Strong Dangerous Dog Laws</strong></p>
<p>Now, they are wondering what the city should do in order to prevent future attacks and serious <a href="http://www.bestattorney.com/personal_injury.html" target="_blank">personal injuries</a>. Breed bans are illegal in California. But the council is considering all other viable ideas including requiring all pit bulls to be neutered, creating higher licensing fees for unaltered dogs, restricting the number of dogs an individual can own and increasing penalties. The important point when it comes to dangerous dog or vicious dog laws in California is that although the state does not allow breed-specific bans, cities and counties can create breed-specific rules governing spaying, neutering or breeding. </p>

The city started requiring all pit bulls to be neutered. Since that ordinance was enacted, the San Francisco animal control department reports 30 percent fewer pit bulls are in a shelter or being euthanized. There are about 35,000 dog bites reported just in California. These laws are not about imposing limitations. They are about protecting our neighborhoods and communities.</p>
